This has now been resolved and we are returning offers from Cathay sandbox. The issue was misconfiguration on the account credentials.
Identified
This is caused by security updates to the Cathay Pacific gateway which are not backwards compatible. We are working with the airline to determine a way forward to bring the integration back into a working state.
